Councilman Charles A. Parmeter, who lost his life by drowning Thursday afternoon, was born in Burlington, September 24, 1887. He spent all his life in this city with the exception of the period of his service in the World war. For fifteen months previous to his election to the office of commissioner of Public Safety last spring, he served as turnkey at the county jail. Before that time he was employed at the West Burlington shops. He was interested in military affairs for many years and was an active member of the local national guard company previous to the World war.
