Charlotte Evelyn Watt, 88, of Burlington, died at 5:07 p.m. Friday Oct. 28. 2005, at Great River Medical Center in West Burlington. Born May 13, 1917 in East St. Louis, Ill, she was the daughter of Lee Roy and Inez Lucille Dunnlap Torloting. On March 5, 1955, she married Arthur Watt in Monmouth, Ill. He died July 24, 1994. Mrs. Watt was a service representative for the Social security Administration for 25 years, retiring in 1980. She was a gradate of high school and attended two years at Brown University Business School in St. Louis. She was of the Baptist faith. She was a resident of Burlington since 1942. Survivors include one step daughter, Lila Watt Brown of Columbus, N.J.; three step grandchildren; three step great-grand children; one brother, Dale G. Parker of Salem, Ore.; two half brothers, Robert N. Parker of Hillsboro, Calif., and John "Bill" W. Parker of Burlington, and several nieces and nephews. Besides her husband, she was preceded in death by her parents and stepfather. There will be no visitation. The graveside memorial service for Mrs. Watt will be at 2 p.m. Friday in Aspen Grove Cemetery, with the Rev. Tyrone Henderson officiating. A memorial has been established for the American Heart Association.
